My brother-in-law just purchased a used 2002 honda metro. The seat is
locked down, and we are trying to figure out how to get it open... can
someone tell me if you use a key to open it, or what? thanks

I could be wrong, but perhaps this scoot is of the kind where the
ignition switch controls the trunk latch. Maybe if you look closely
you'll see a little symbol on the ring around the key insertion slot.
On many scoots, you need to insert the key, then push it in further
while turning in one direction or another to get the latch open. If you
try this gently, without forcing, you might find it springs open or you
might just hear a loud click indicating that it's released and then the
seat will easily lift up.
